A Rand Paper from 1968, reviewing the UFO status

This paper, released in 2000 for DTIC staffers, is a RAND report from 1968 reviewing the UFO phenomenon to that date [1968].

It's an overview of what was going on inside government agencies about UFO sightings.

  • I always thought of this report as a moldering cut and paste job that responds to the "bubba wants a hamburger" mentality of stating the obvious in the bureaucratic cultural clime of those times. Fill out a report form, a number #391. The equivalent of "the bill has been sent to committee." The issue is that the committee members either are in a nursing home or are as dead as bricks. Of course there's the other faster food of imminently eternal Disclosure, free energy and other big fat pies floating around in the sky for Bubba to consume. Inquiring minds want to know.

  • RAND has a curious history of involvement in the UFO phenomenon dating back at least to the 52 DC incident.

    The paper is interesting, some serious thought to the matter was given by the author, Mr. Kocher, who seemed to have some background in astronomy based on his other papers.
