It isn't. If you read the story, you will see clearly that the fine details were entered in with a keypad by an operator. And they don't see giving the robot an ability to make such determinations itself because of lack of funding.

Every robot they create on those Robot Wars style TV shows (popular in Australia, England, as well as the USA and Japan) then is a new-born 'species' -- 'born' to fight and be destroyed for human amusement/entertainment. They, too, are remote-controlled. Why did this particular robot tickle your fancy? It doesn't appear to be headed for the gladiatorial games.
It's a tipping point.RR
